Edina's busiest buildings are medical
The France Avenue corridor holds one of the densest concentrations of outpatient medical property in Minnesota, wrapped around the mall that started American retail as we know it.
The market

Southdale Center opened in 1956 as the first fully enclosed shopping mall in America, and the district that grew around it is now more medical than retail. Fairview Southdale Hospital, the Southdale Medical Center at 6545 France Avenue, and the Centennial Lakes Medical Center at 7373 France sit within a short walk of each other, and the corridor between Highway 62 and I-494 carries clinical, surgical, and specialty tenants at a density the rest of the metro does not match.
Centennial Lakes adds a conventional office park to the same square mile, and Pentagon Park on the west side of the district has been carrying a long redevelopment from mid century office stock toward newer mixed use. The result is a city where a property manager may run a medical office building, a Class A office floor, and structured parking serving both, inside one portfolio and one drive.
At the north end, 50th and France is a different animal: more than a hundred and seventy five shops and offices at street level and above, straddling the Edina and Minneapolis boundary, served by municipal ramps rather than private lots. It is a walking district with upper floor professional tenants, which is a rare combination in a suburb and a familiar one to anyone who manages there.
What the property mix asks for

Outpatient medical property cannot use access control as its first line, because patients and visitors have to get in without friction. What it can control is what happens after the lobby: clinical floors, medication storage, records areas, and staff exits into a ramp after the last appointment of the evening. Those are exactly the parts of the property that generate a formal complaint if something goes wrong, and exactly the parts where the record of who was where tends to be thinnest.
The retail side of the district has the opposite shape. Street facing tenants with individual doors and shared public parking mean there is no single perimeter to close at night, and an incident at a ramp stair belongs to whichever property the ramp serves. In both cases the useful thing is not more presence. It is a checkpoint pattern placed where the risk actually sits and a timestamped scan proving the tour reached it.
