Maple Grove has no mall perimeter to lock

The state's first lifestyle center grew into a district of public streets and separate storefronts, and the ground behind it is turning from gravel pits into a business park.

Public streets run straight through the retail.

Arbor Lakes was Minnesota's first lifestyle center and it grew into a district rather than a building: the Shoppes at Arbor Lakes, the Fountains, the Village, and Main Street together carrying more than two hundred and twenty businesses on what had been a gravel mining site. The format matters more than the size. There is no enclosed concourse and no single set of doors. There are public streets, sidewalks, individual storefronts, and parking that belongs to several owners.

The employment side is heavier than the retail suggests. Boston Scientific runs research, development, and manufacturing here and opened a four hundred thousand square foot Arbor Lakes campus in addition to its existing facility a few miles away. Great River Energy, the second largest power supplier in the state, moved its headquarters to a site adjacent to Main Street. Maple Grove Hospital and two technical and community college campuses add institutional property to the mix.

Behind all of it sits the gravel mining area, close to two thousand acres of active mines and staged development that the city has guided away from more retail and toward medical office, business park, manufacturing, research and development, and industrial uses. A proposed science and technology park would put a million square feet or more of office, industrial, and lab space on about a hundred acres near I-94 and Highway 169. This is a market that will be building for a long time.

What the property mix asks for

An open air district with public roads through it cannot be secured the way an enclosed center can. There is no hour at which the property becomes private, no single door to check, and no clean answer to where one owner's responsibility stops and the next begins. What replaces the perimeter is a route: a defined pattern that reaches each block, each service alley, and each ramp on a known schedule, with a scan proving it happened.

The research and manufacturing buildings sit at the other end of the spectrum. From outside they read as ordinary low rise commercial, and inside they hold restricted areas, laboratory space, and equipment that does not appear on any exterior sign. Long running construction next to occupied buildings is the third condition, and it means the site plan a guard was briefed on last quarter may no longer describe the ground they are standing on.
