Woodbury has built itself into a healthcare destination in a way no other suburb in the east metro has. The city counts more than three hundred healthcare related businesses and over a million square feet of healthcare development, and roughly one in five jobs in the city sits in the sector. That is not a hospital campus with satellites around it. It is a distributed market of clinics, surgical centers, specialty practices, and medical office buildings spread across several districts.

CityPlace is the largest single piece of it. A hundred acres on the former State Farm regional headquarters site off I-94 near Radio Drive, redeveloped into retail, medical office including a seventy five thousand square foot orthopedic center, hotel rooms, and apartments. It is one ownership boundary containing four different property types, which is a specific kind of management problem.

The Tamarack district is the other center of gravity, with Tamarack Village retail and a medical cluster around Bielenberg Drive and Tamarack Road. Woodbury's retail is almost entirely open air: village format centers with individual tenant entrances facing surface parking rather than an enclosed mall with a perimeter that can be locked at close.

What holds it together is a checkpoint route that reaches each face of the center on a schedule, and a report the same night when something does not match.
